JOB SUMMARY:

Function:         Directs the management, reliability, and provision of all hospital and clinic properties in support of patient care and the mission of the EVP, UTMB Health System and in alignment with the mission of UTMB. The Director will oversee the provision of Maintenance, Cleaning, Grounds and Clinical Equipment Services, for all Hospital and Clinic space. This position is responsible for compliance with the Joint Commission, The Texas State Department of Health Services, and other accrediting agencies as appropriate.

Scope:               Institution-wide, with focus in healthcare environments.

 

ESSENTIAL JOB FUNCTIONS:

  • Works closely with the Health System Leadership Team, Chairmen, Physicians, Staff to achieve program priorities and objectives with a continual focus towards patient care and customer service. 
  • Responsible for the creation and implementation of department policy in alignment with accrediting agencies. 
  • Assists the Associate Vice President of Property Services in the leadership of the Department, creation and management of the department budget, and may assume full Department management responsibility if assigned during the absence of the AVP.
  • Assists and communicates as an owner’s representative, in the direction of internal and external planners, architects, engineers and other specialty consultants in the development and implementation of capital projects within the campus facilities. 
  • Serves as a Co-Chair of the Utility Sub Committee, and a member of the Life Safety Committee and Environment of Care Committee. 
  • Responsible for the oversight and readiness of all hospital and clinic space and systems in accordance to Joint Commission standards, those of other appropriate accrediting agencies and all authorities having jurisdiction. 
  • Responsible for managing to measurable targets and will provide a development strategy for staff at all levels in the department. 
  • Provides a measurable quality management program to include assurance, control and process improvement activities.      

 

Departmental Leadership

  • Leads the development and maintenance of all Patient Care space and properties.
  • Develops a vision of a proactive customer focused department, and instills that vision in Maintenance, Cleaning, and Clinical Equipment Services. 
  • Directs and or assists in the development of new initiatives with subordinates and superiors.
  • Encourages, critiques, and champions a proactive initiative with measurable outcomes.
  • Manages department budget in alignment with the division’s goals, and works with the AVP to create same.
  • Maintains space and energy usage in alignment with the guidelines of the division.

 

Environment Creation

  • Provides an environment for patients, practitioners, visitors and staff in alignment with the Joint Commission, in support of a patient safety and in support of the healing process.
  • Maintains an optimal appearance level in public areas through a program of soft renovations, and furniture re-use and replacement. 
  • Maintains the facility and building equipment in a manner that is reliable and prevents the spread of airborne and/or waterborne pathogens. 
  • Maintains reliable medical equipment and provides support staff education regarding its use. 
  • Serves as Chairman of the Utility Management Sub Committee and others as assigned.
  • Creates an environment where the patient, practitioner and staff can focus on the healing process by removing their need to be concerned with Maintenance, Cleaning and Clinical Equipment reliability through a proactive delivery process.  
  • Creates a consistent approach to decision making where the patient is the highest priority.

 

Customer Service

  • Remains proactive, visible and available to all hospital and clinic customers.

 

Construction Leadership

  • Acts as the steward of the hospitals and clinics.     
  • Acts as an owner’s representative in planning, development, functional programming, construction quality control, commissioning and implementation.

 

Team Design

  • Develops an environment that attracts good people to the organization and develops staff for greater responsibilities both here and elsewhere. 
  • Mentors and teaches others. 
  • Creates an environment that fosters a positive team interaction between the Maintenance, Cleaning and CES personnel. 
  • Serves as a role model for ethics, work discipline, and teamwork within the department.

 

Influence

  • Remains current and involved with Codes and Standards development and application. 
  • Represents the institution with Code and Standard promulgating agencies.

 

MARGINAL OR PERIODIC FUNCTIONS:

  • Serves on committees, teams, etc. as assigned.
  • Performs related duties as assigned.

 

KNOWLEDGE / SKILLS / ABILITIES:

  • In-depth knowledge of hospital engineering and systems is needed to understand the components of the infrastructure plan while maintaining a long-term vision of the facilities required to support patient care in the future.

*This is a contract position through UTMB HealthCare Systems Staffing, therefore no benefits are associated with the position. *

 

REQUIRED EDUCATION / EXPERIENCE:

Bachelor’s degree or equivalent in Engineering, Architecture, Facilities, Business or related field, and a minimum of 7 years experience as a manager in a facilities management related role.  Certification:  Certified Healthcare Facility Manager (CHFM).

The qualified candidate must have extensive experience preparing for the Joint Commission (JCAHO) accreditation process and be familiar with associated standards. 

 

PREFERRED EDUCATION / EXPERIENCE:

Master’s and undergraduate in a relevant program, and seven years experience at a Director level within a 350 bed academic teaching hospital facilities management department.

BUDGET RESPONSIBILITY: 

Direct:    $0

Indirect:  $4M

 

DECISION-MAKING RESPONSIBILITY:

This position acts with considerable latitude for self-directed action in support of the departments for healthcare operations. 

 

EQUIPMENT:

Operate standard office equipment.  Must be proficient in project management software, Computer Maintenance Management Systems software, Word Processing Software, Spreadsheet Software and Presentation Software.

 

WORKING ENVIRONMENT/LOCATION OF POSITION:

This position works in a standard office environment on the UTMB main campus. Works in a conditioned environment and may perform minor lifting.  Work hours required to successfully meet deadlines.
