Summary:
The position provides highly advanced (senior-level) management and consultative services and technical assistance related to the contract management functions at UTMB. This work involves planning, developing, implementing, and coordinating contract management and oversight activities from concept through completion related to managing financial and compliance risks and providing consultative services and technical assistance to UTMB programs and staff, contracting entities, UT System, and the Department of Legal Affairs. The position has specific responsibility for the effective management of UTMB contracts by training, leading, assigning and/or prioritizing the work of the contract management team that oversees, monitors and manages the contracting processes. Responsible for the successful coordination of UTMB contracts through the initiation, review and approval process. Serve as principal liaison with contract sponsors, vendors and reviewers.
Scope: Institution wide
Responsibilities:
Manage the contract management team for institutional contracting activities. Including coordinating the development, analysis, and review of financial data and applicable business, financial, or regulatory plans. Ensure compliance with established policies, procedures, requirements, laws, and regulations; completeness of data; and presence of documentation. Serve as UTMB’s Institutional Consent Agenda Coordinator.
Liaise with UT System Office of Health Affairs and the Board of Regents Office regarding the quarterly Consent Agenda. And inform UTMB senior executives on UTMB items on the quarterly BOR agenda.
Coordinate the major contracts docket; assess, monitor and adhere to deadlines, with consideration given to special circumstances or nuances such as discounts or penalties; route and track contracts through the system.
Assist departments in formation of contract documents supporting planned initiatives.
Advise and support operational and finance VPs to ensure adequate information to approve contracts and ensure that affected departments are also consulted and informed.
Ensure compliance with applicable State of Texas law, Board of Regents' Rules and Regulations and University policies and procedures.
Work with UTMB Legal Affairs pertaining to legal issues, legal review, contractual approval, and UT System OGC reviews of major contracts.
Provide guidance and counsel on contracts submitted for signature to the President, the Executive Vice President, Chief Business and Finance Officer and other executive delegated signatories.
Develop metrics for the contracting process to measure the effectiveness of existing processes.
Works closely with the Legal Department to ensure compliant and sound contracting.
Serve as primary institutional representative in obtaining Board of Regents approval of appropriate contracts and other non-contract items as requested.
Serve as primary institutional representative with UT System for Delegations of Authority.
Serve as institutional resource and ensure compliance with applicable Federal and State law, regulations, UT System Rules and Regulations and University policies and procedures.
Develop metrics for the contracting process to measure the effectiveness of existing processes.
Manage and develop direct reporting staff. Interview, hire, counsel, evaluate and, if necessary, terminate subordinate personnel in accordance with departmental policy. Ensure training and ongoing growth and development of staff to promote outstanding performance.
Adheres to internal controls and reporting structure.
Performs related duties as required.
Minimum Qualifications:
- Bachelor's degree in business, management, governmental operations, health care administration or closely related field plus seven (7) years of related experience including reviewing, revising, negotiating, and developing contracts and making complex administrative decisions.
Directly related professional experience may be considered in lieu of the stated educational requirement on a year-for-year basis. This substitution applies only to the educational requirement and does not replace or count toward the separately stated minimum years of experience required for the position.
Preferred Qualifications:
- Masters of Business Administration or Health Care Administration plus nine (9) years of related experience including reviewing, revising, negotiating, and developing contracts.
Knowledge, Skills & Abilities:
Broad industry knowledge of current health care contract formation and management.
Knowledge of Texas State contracting policies.
Good understanding of UT System Regents Rules, UT System Office of General Council guidelines.
Experience interpreting and applying rules, regulations, polices, and/or procedures.
Accuracy and attention to detail.
Ability to work in a professional manner as both a self-starter and a team member.
Strong business process skills.
